Digitoll in Norway: Starting September 15, 2026, transport and shipment data must be digitally submitted to Norwegian customs before the truck carrying your goods crosses the border. That’s in just over four weeks. Without complete and accurate data, you run the risk of your shipment being held up, either at the Norwegian border or earlier within the EU.
Neele-Vat We’ll handle the shipment booking, but we’ll need the correct information from you to do so. Below, you’ll find exactly what that entails.
Use the correct invoice type
A Commercial Invoice is used for shipments for which payment is made. A Pro Forma Invoice is used for repairs, warranty shipments, samples, returns, and intercompany shipments. Always clearly state the text “No Charge, Value for Customs Purposes Only” on a Pro Forma Invoice.
Make sure this information is included on the invoice
- Invoice type and invoice date
- Exporter data, including EORI number
- Recipient details, including VAT number
- Number and type of packages
- Gross and net weight
- Description of goods, value, and HS code(s)
- Incoterms and country of origin
Attach source documents where applicable
Examples include EUR.1, EUR-MED, GSP documentation, or a declaration of origin on the invoice.
What Goes Wrong with Incomplete Data
If information is missing or incorrect, this can lead to delays, a customs inspection, additional costs, or fines. In the worst-case scenario, the shipment will remain within the EU or in the Netherlands until the documentation is in order. Your goods will not even come close to the Norwegian border.
Check this before departure
- Has all customs data been submitted completely and on time?
- Has the Norwegian importer appointed a customs broker?
- Is the customs broker’s information known?
- Are the House Consignment Notifications correctly linked to the Master Consignment?
- For DAP and DDP shipments: Have the import and brokerage arrangements been settled in advance?
