Dutch companies may continue with current practice for T2L and T2LF for now

European Union member states and the European Commission have established a temporary tolerance for the use of T2L and T2LF union status certificates in the new EU Proof of Union Status (PoUS) system. This system, officially launched March 2024, proves the origin of goods as coming from the European Union. PoUS replaces the current paper versions of T2L and T2LF and offers benefits such as lower fees and less administrative burden.
Although the PoUS system is now live, many companies will continue to use their existing methods for the time being due to a lack of information and preparation. Dutch Customs will continue to accept paper status certificates T2L and T2LF (issued in other member states) from March 1, 2024. Other member states do the same for documents from the Netherlands, which means that companies can still continue their current processes.
The Netherlands has pledged to help companies switch to the PoUS system as soon as possible. This system facilitates communication between the various parties in the logistics chain. To make optimal use of PoUS, companies must register with the systems, obtain the necessary authorizations, and adjust their internal processes. It is also important to train employees to work with the new system.
Companies interested in switching to PoUS can find more information on the websites of Dutch Customs and the European Commission's Directorate-General for Taxation and Customs Union. PoUS is expected to be fully operational in September 2024.
