Currently, certain goods can still be imported from Cambodia with reduced or sometimes no import duties. Cambodia is eligible for tariff preferences under the special arrangement for least developed countries - "Everything But Arms" ("EBA")
Preferential arrangements may be temporarily withdrawn in respect of all or of certain products originating in a beneficiary country when there is a serious and systematic violation of the principles relating to fundamental human and labor rights
In its conclusions of February 26, 2018, the EU Foreign Affairs Council expressed deep concern over the continued deterioration of democracy, respect for human rights and the rule of law, including escalating repression of the opposition, media and civil society in Cambodia.
Given the nature of the rights violated and the duration, extent and impact of Cambodia's actions and omissions, the Commission finds that serious and systematic violations have occurred.
The Commission therefore believes that the preferential arrangement granted to Cambodia should be temporarily withdrawn in accordance with Article 19 of the GSP Regulation until it is decided, in accordance with Article 20 of the GSP Regulation, that the reasons for withdrawal no longer apply.
As a result, The Commission has decided to exclude the following goods codes from reduction of import duties as of 12-08-2020
